Minutes of the Meeting of Blyton Parish Council held on Monday 30th October 2023 at 7.30pm

1.   Apologies and reasons given: Apologies Cllr Quirke & Cllr Godson accepted. 

2.   To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting: None.

3.   To approve minutes of the last meeting held 25th September 2023:  Minutes were signed as a true record.

4.   Clerk's report on matters outstanding: Clerk Updates:

  • Signs have been made as requested at last month's meeting and are ready to be fitted.
  • The Electrician has been back to fix the heaters in the Parish Room.
  • Parish room due to be redecorated weekend of the 11th/12th November 2023.
  • Tree Surgeon commissioned to undertake arboreal report at the cemetery.
  • Pot hole repaired at entrance to Village Hall Car Park.
  • Phone box refurbished and due to be returned imminently.
  • Poppies fitted throughout the village. Thanks to Chris and Jackie.
  • Poppy wreath arrived ready for remembrance service on the 12th November.

 

5.   Planning: None.

6.  Correspondence: None

7.  Financial Matters: Resolved to pay: H. Pitman £555.56; HMRC £86.20; Memorial hall 10.00; Glendale £190.78; LDT&BoF £75.00; N Barnett £50.00.

8.  Report from WLDC: 

     a).  Cllr Carless gave an update on Scampton – Judicial review scheduled for Tuesday 31st October 2023.

     b).  Cllr Carless gave an update on WLDC levelling up funding and green space improvements for Gainsborough.

 

9.  To resolve on annual increase to cemetery fees: Agreed that cemetery fees to remain at current rates for 2024.

 

10. Review of Polling Districts & Polling Places by WLDC. Parish Council keen to retain the Village Hall as the polling station for the village.  

 

11.  To resolve on this month's Facebook posts:  

  • Remembrance Day service 11am on Sunday 12th November. Clerk to confirm cadet attendance.

 

12. Items of information to be noted and if necessary dealt with at the next meeting:  

  • Allotments – Incorrect allotment sizing and invoicing – Parish Clerk to address.
  • Review of current mole contract.
  • Parish Room - Gutters to be cleared asap.
  • New Parish Council photo to be taken at November meeting.

 

13. To resolve to move into closed session to discuss:

a).  Installation of wi-fi in the parish room & resolve on cost. – Deferred to next meeting.

b).  To resolve on cost of tree works at cemetery – Awaiting tree surgeon report.

c).  To resolve on cost of refurbishment of bus shelter – Awaiting quote.
