Minutes of the Meeting of Blyton Parish Council held on 

Monday 27th November 2023 at 7.30pm

 

 

Present: 

Councillor S. Steers (Vice Chair, Councillor J Daubney, Councillor R. Turnbull, Councillor I. Wilcock, Councillor A. Codd, Councillor C Quirke                                                  

Also Present    WLDC Cllr K Carless  

                        

1.   Apologies and reasons given: Apologies Cllr Rollett, Cllr C Daubney & Cllr Godson accepted. 

 

2.   To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting: Cllrs J. Daubney, Codd and Turnbull declared a personal interest as village hall committee members.

 

3.   To approve minutes of the last meeting held 30th October 2023:  Minutes were signed as a true record.

 

4.   Clerk's report on matters outstanding:

  •       The Parish Room has been decorated.
  •       Contact has again been made with the contractor and assurance has been given that it will be returned on 8th December.
  •       Allotment charges were as in previous years. Clerk and Cllr C. Daubney to meet on site and go through list in New Year 
  •       Gutters to be cleared at Parish room.
  •       Mole contract to be reviewed for next year agenda

 

 

5.   Planning: 147140 11 Gainsborough Road: no objections/comments.

 

6.   Correspondence: Neighbourhood Policing meeting: either chair or vice chair to attend.

 

7.   Financial Matters: Resolved to pay: H. Pitman £1060.32; HMRC £86.20/£123.60; Glendale £122.64; A Clark £200.00; D Beer £100; Lincs Tree Services £564; Jason Nicholson £920.

 

8.   Report from WLDC: 

a).  Cllr Carless has been working with Living Connections to find grant funding.

b).  Gainsborough Christmas light switch on was well attended

c).  A new PC has been appointed for Blyton. Cllr Carless will send details to the clerk.

 

9.   To resolve on grant applications for 2024: Resolved that following amounts be awarded: Evergreens £1000; Village Hall £1000; Stepping Stones £500; Living Connections £800.

 

10.  To approve budget and resolve on precept for 2024. Council accepted budget and resolved to reduce precept to £7500 to bring reserves within Audit Regulations. 

 

11.  To resolve on this month's Facebook posts:  

  • Precept figure for 2024
  • Phone box reinstatement once in situ.

 

12. Items of information to be noted and if necessary dealt with at the next meeting:  

  • Parish Room – New light shafes and LED bulbs.
  • Cllr Wilcock to contact local firm re roller blinds. Agenda
  • Fencing needs replacing at the Washdyke on corner of Station Road. Clerk to contact Mr Troop.

 

13. To resolve to move into closed session to discuss:

a).  Installation of wi-fi in the parish room & resolve on cost. – Agreed not to pursue.

b).  To resolve on tree works at cemetery – Following receipt of Arboreal report the clerk identified work that needs to be done immediately. Council approved spending up to a maximum of £1500.
