Minutes of the Meeting of Blyton Parish Council held on
Monday 25th September 2023 at 7.30pm
Present: Councillor B. Rollett (Chairman), Councillor C. Daubney, Councillor J Daubney, Councillor R. Turnbull, Councillor A. Codd, Councillor L. Godson, Councillor C. Quirke
Also Present Helen Pitman (Clerk), WLD Cllr K Carless
1. Apologies and reasons given: Cllr S. Steer. Apologies accepted.
2. Co-option of Councillor: Ian Wilcock. Was co-opted unanimously. Acceptance duly completed and he took his seat.
3. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation. Members may make any declarations at this point but may also make them at any point during the meeting: None.
4. To approve minutes of the last meeting held 31st July 2023: Minutes were signed as a true record.
5. Clerk's report on matters outstanding: The clerk informed council that she has contacted the contractor regarding when telephone box will be returned;
Play equipment inspection has been carried out;
Lamp post poppies arrived. Cllr C Daubney to put up next month.
Chairman asked about the sign re dogs at the cemetery. This has yet to be ordered and council requested additional signs for the play area and heaters in the parish room.

7. Correspondence: None
8. Financial Matters: Resolved to pay: H. Pitman £545.71; HMRC £86.20; Memorial hall £5; Glendale £558.70; Axholme Pest Control £1265.50; J Troop £1370; Royal British Legion £150; Wicksteed £224.40.
9. Report from WLDC: Cllr Carless gave an update on Scampton.
10 Update on allotments & to resolve on annual increase:. Clerk informed all allotments now taken. There are still concerns that some allotments are not being worked. Reant letters to go out next month and tenants will be reminded of agreement. Resolved to increase allotment rents to £15/20.
11. To resolve on this month's Facebook posts: Remembrance Day service 11am on Sunday 12th November. Clerk to order wreath.
Grant applications to be sent to clerk by end of October for consideration at the November budget meeting.
Cllr Wilcock agreed to assist with Facebook page.
12. Items of information to be noted and if necessary dealt with at the next meeting: Laughton Road street light out. Cllr Wilcock to notify clerk of number so she can report.
13. To resolve to move into closed session to discuss:
a) Installation of blinds and wi-fi in the parish room: Defer
b) To resolve on cost of Decoration of parish room: Quote of £920 accepted. Resolved unanimous.
c) To resolve on cost of refurbishment of bus shelter: Council agreed to board the back but leave front two windows open. Clerk to ask Mr Troop for cost.
With all business concluded the meeting closed at 8.28pm.
