Minutes of the Meeting of Blyton Parish Council held on 

Monday 30th  January 2023 at 7.30pm 

Present: Councillor B. Rollett, Councillor A.Codd, Councillor J Daubney, Councillor R. Turnbull, Councillor R. Dent, Councillor  C. Quirke

In Attendance: Helen Pitman (Clerk)

                                                

1.   Apologies and reasons given:   Councillor C. Daubney, Councillor S. Steers, Councillor L. Clarke.

 

2.  To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting:None.

 

3. To approve minutes of the last meeting held 28th November 2022:  The minutes were signed as a true record. 

 

4. Clerk's report on matters outstanding:  The clerk informed council that:.

The streetlight fault on High Street has finally been repaired. As has light and potholes on Sandbeck Lane and outside village hall. Clerk to report light out on Laughton Road.

LCC will not repair footway on High Street down to Mark Rise but will ask Anglian Water to reset water cover as it is a trip hazard;

Still awaiting confirmation re start of painting of the phone box. Clerk to contact again;

Phone box door has been repaired. 

 

5. Planning: 145988 land east of Laughton Road adj to Irwin Road: council concerned about flooding and surface water drainage;

145841/146103 Blyton Grange, Laughton Road: no comment/objection.

146116 46 High Street: no objection/comments.

 

6. Correspondence: WLDC: local election information shared with councillors.

 

7.  Financial Matters:

Resolved to pay: H. Pitman (salary/expenses) £519.66; HMRC £73.80; Memorial Hall £5; N Barnett £50; Axholme Environmental £254.40; LALC £298.86 Omnivale Ltd £1437.50. To be paid by internet banking.

Cllr J. Daubney confirmed that she has carried out the intermediate audit and all is in order. The clerk told council that the Public Works loan must continue until the original maturity date and suggested the money be put in an interest bearing account..

                                                                                                                                    

8.   Report from Outside Bodies: No West Lindsey councillors present.

 

9.  To discuss request for zebra crossing at the primary school: Council supports the initiative.

 

10. To resolve on this month's Facebook posts:  Local council elections and need for photo ID.                                                            

                                                                                                            

11. Items of information to be noted and if necessary dealt with at the next meeting:

Pothole on Paddock Lane to be reported.

 

With all business concluded the meeting closed at 8.05pm.
