Minutes of the Meeting of Blyton Parish Council held on 

Monday 27th February 2023 at 7.30pm 

Present:      Councillor B. Rollett, Councillor A.Codd, Councillor J Daubney, Councillor R. Turnbull, Councillor C. Quirke, Councillor L Godson, Councillor C Daubney, Councillor S Steers                      

In Attendance: Helen Pitman (Clerk)

                                                

1.   Apologies and reasons given:   None

2.   To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting:None.

3.  To approve minutes of the last meeting held 30th January 2023:  The minutes were signed as a true record. 

4.  Clerk's report on matters outstanding:  The clerk informed council that:.

The conifer hedge at the play area is now cut back;

LCC have repaired pothole on Paddock Lane and are investigating further the disintegration of the road to East Stockwith;

No luck finding a painter to do the phone box;

Garden waste bin at cemetery has been paid for this year;

Defibrillator in the phone box is now reconnected and door repaired;

LCC contribution towards grass cutting is ££401.22 for 2023. 

 

5.  Planning: No applications received. Council considered correspondence from resident regarding Certificate of Lawful Use issued by WLDC on site at Station Road but parish council has no authority on such matters and the decision rests with the Planning Authority.

6.  Correspondence: WLDC: local election information and forms shared with councillors.

7.  Financial Matters:

Resolved to pay: H. Pitman (salary/expenses) £519.66; HMRC £73.80; Memorial Hall £5; N Barnett £50; Axholme Environmental £254.40; LALC £298.86 Omnivale Ltd £1437.50. To be paid by internet banking.

Cllr J. Daubney confirmed that she has carried out the intermediate audit and all is in order. The clerk told council that the Public Works loan must continue until the original maturity date and suggested the money be put in an interest bearing account..

8.   Report from Outside Bodies: No West Lindsey councillors present.

9.   To discuss dates of meetings in April and May due to local elections: Council agreed that no meeting be held in April and that the May meeting on 15th May include annual parish meeting as well as annual meeting.

10. To resolve on this month's Facebook posts:  Local council elections and Annual Parish meeting. 

11. Items of information to be noted and if necessary dealt with at the next meeting:

Council to ask attendees at APM and residents what improvements they would like to see to the village. Council’s plans for new heating and disabled access at the Parish room; new photo of councillors after election; pruning of trees and hedges at cemetery to be addressed.

Clerk to contact West Lindsey again regarding new dog bin on Carr Lane and replacement street sign by bench near railway bridge.
