Minutes of the Meeting of Blyton Parish Council held on 

Monday 28th February 2022 at 8.05pm following presentation on Neighbourhood Planning by Nev Browne, WLDC

Present: Councillor B. Rollett (Chairman) Councillor R. Dent, Councillor A.Codd, Councillor J Daubney, Councillor R. Turnbull                                                  

Also Present Helen Pitman (Clerk). 

                        

1.   Apologies and reasons given:      Councillors C. Daubney, C. Quirke, L.Clarke

2.  To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting:None.

3. Co-option of councillor: No interest. To be advertised on Facebook 

4. To approve minutes of the last meeting held 31st January 2022:  The minutes were signed as a true record. 

5. Clerk's report on matters outstanding:  The clerk informed council that:.

    Mr Troop has fixed the village sign

    Request made to WLDC for new street signs and dog bin

    Allotment holder has been given three months to sort his plot and has paid the fee. Agenda  May meeting

6. Planning: None

7. Correspondence: None.

8.  Financial Matters:

    Resolved to pay: H. Pitman (salary/expenses) £544.27; HMRC £3.20; LALC £297.11; Memorial Hall £20. To be paid by internet banking. Proposed, Cllr R Dent. Seconded, Cllr J. Daubney. 

    The clerk confirmed balance of £82,409.55 as at 1st Feb.

9.  Report from Outside Bodies: No West Lindsey councillors present.

10.  To resolve on new heaters in the parish room. Three quotes now received. Council resolved to accept quote from Nuttall Electrical at a cost of £1455. Proposed, Cllr Rollet. Seconded, Cllr Dent.  

11. To discuss plans for the Queen’s Platinum Jubilee Beacons event: Blyton Driving School has confirmed they are happy to host the event. Clerk to source beacon. 

12. To discuss road traffic order at junction of High Street and Church Lane: Council agreed to request double yellow lines from the noticeboard on the shop to the dropped kerb to prevent inconsiderate parking  which is blocking the view for residents egressing their properties and exiting Church Lane. Cllr Perraton-Williams to be copied into request to LCC Highways. 

13.  To resolve on this month's Facebook posts:  Co-option.

14. Items of information to be noted and if necessary dealt with at the next meeting:

     Gravel from drive opposite the Old Chapel is on the public footpath. Clerk to send letter once notified of correct address.
