Minutes of the Meeting of Blyton Parish Council held on Monday 28th November 2022 at 7.30pm
Present: Councillor B. Rollett, Councillor A.Codd, Councillor J Daubney, Councillor R. Turnbull, Councillor C. Daubney
In Attendance: Helen Pitman (Clerk)
1. Apologies and reasons given: Councillor R. Dent, Councillor S. Steers, Councillor C. Quirke, Councillor L. Clarke.
2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation. Members may make any declarations at this point but may also make them at any point during the meeting: Cllr C. Daubney, J. Daubney, A. Codd and R. Turnbull declared a personal interest in item 9 as members of the Village Hall committee.
3. To approve minutes of the last meeting held 31st October 2022: The minutes were signed as a true record.
4. Clerk's report on matters outstanding: The clerk informed council that:.
The streetlight fault on High Street has yet again been reported to LCC but Cllr C. Daubney confirmed it has still not been fixed. Will email highways and copy in LCC councillor;
Still awaiting confirmation re start of painting of the phone box;
All allotment rents now received;
Lamp post poppies are available via the British Legion. Clerk asked to order 50;
WLDC has confirmed name of new development on High Street to be called Albert Close;
Contractor has agreed to price match cutting back the hedge abutting the play area.
5. Planning: 145791 land r/o Kirton Road: council objects on the grounds of overdevelopment of site and access.
145876 10 Saxon Court: no comment/objection.
6. Correspondence: None.
7. Financial Matters:
Resolved to pay: H. Pitman (salary/expenses) £1145.91; HMRC £147.20 & £53.60; Memorial Hall £5; Glendale £116.81; J. Troop £40; A Clark £200; D Beer £100. To be paid by internet banking. Proposed, Cllr C. Daubney. Seconded, Cllr J. Daubney.
The clerk confirmed that the half year accounts are complete and Cllr J. Daubney will undertake the intermediate audit.
8. Report from Outside Bodies: No West Lindsey councillors present.
9. To resolve on grant requests from Blyton Memorial Hall, Blyton Evergreens, Living Connections CIC and Stepping Stone Theatre: Council resolved to award:
£750 to Stepping Stone Theatre; £1000 to Evergreens and £1000 to the Memorial Hall.
Council need to know how many Blyton residents are benefitting from the services of Living Connections and will ask them to attend the annual parish meeting to give an update. Not to award at this time.
10. To resolve on grass cutting contracts for 2023: Resolved to award cemetery and playing field to Glendale. All other tenders to Mr Troop.
11. To resolve on budget and Precept for 2023: Council accepted the budget prepared by the clerk and resolved to repay the Public Works Loan. Precept to remain at £37,500. Proposed, Cllr Rollett. Seconded Cllr Turnbull.
12 To resolve on this month's Facebook posts: To continue posting details of planning applications.
13. Items of information to be noted and if necessary dealt with at the next meeting: Potholes on Church Lane to be reported to LCC and poor state of pavement on High Street.
With all business concluded the meeting closed at 8.38pm.
