Minutes of the Virtual Meeting of Blyton Parish Council held on 

Monday 18th May 2020 at 7.30pm

Also Present  Helen Pitman (Clerk).

                        

1.  Apologies and reasons given: Councillors A Codd, J. Daubney and C. Daubney

 

2.  To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting:None.

 

3. To approve minutes of the last meeting held 27th April 2020:  The minutes were signed as a true record. Proposed, Cllr Dent. Seconded, Cllr Cook. To be signed later.

 

4. Clerk's report on matters outstanding:  The clerk informed council that a new downpipe has been fitted at the parish room.

The street lamp replacement: Cllr Codd has confirmed that the light already has a dusk to dawn auto so only needs a bulb. Defer.

Complaint: Work to resolve the matter is on hold due to Covid 19.The clerk has contacted Playdays but no response to date.

Blocked drain outside no 60 High Street has been reported and is awaiting action.

Parish clock: Councillors confirmed now showing correct time. Clerk to arrange an annual service contract.

Container, Sandbeck Lane: Report by parishioner that this has been broken into but is not owned by council. Chairman thinks it was bought by Blyton Bombers but as there are no football teams using the facilities it is not being looked after. Clerk tasked with getting a new padlock and adding to insurance policy.

 

5. Planning:  140986 land east of Fir Tree Farm, Carr Lane: no objections/comments

 

Correspondence: WaterPlus re businesses temporarily closed.

 

7.  Financial Matters:

Resolved to pay: H. Pitman (salary/expenses/ICO payment) £507.23; Axholme Pest Control £171.60; Came & Co £1100.93. To be paid by internet banking. Proposed, Cllr Barnett. Seconded, Cllr Cook. 

The clerk confirmed the accounts are with the internal auditor and should be ready for signing off at the next meeting.

 

8. Update on play park refurbishment and resolve on any matters that arise pertaining to this: The chairman expressed hope that once lockdown is over Playdays will have Blyton at the top of its list to install the visibility shield. He reiterated the need to seek fresh quotes on preferred equipment to complete the refurbishment. Cllr Dent confirmed he will obtain a revised quote for the infant area. The clerk confirmed that the play area must remain closed as advised last week. Cllr Dent is checking the CCTV regularly to ensure it is not being used. Council agreed a sign needs to be displayed. 

 

9. To resolve on this month's Facebook posts: Cllr Dent to continue posting official information and advice regarding closure of play area.
