Minutes of the Meeting of Blyton Parish Council held on
Monday 27th October 2025 at 7.30pm
Present:

Public Forum: Richard Dent requested the condition of the children’s playground be actioned the PC were awaiting an estimate from RTC following the safety report completed by Wicksteed, clerk to contact Wicksteed as R Dent advised they put the play park equipment and surface in situ.

- Co-option of councillor: Dr Khan attended to observe at the end of the meeting agreed to join Blyton PC
- To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation. Members may make any declarations at this point but may also make them at any point during the meeting: None
- To approve the Minutes of the last meeting held on 29/09/2025: The minutes were signed as a true record
- Clerk’s Report on matters outstanding: Lincolnshire Tree services have been contacted to prepare a report on the trees in the cemetery. No response from the vicar regarding attendance at the Remembrance Day Service on 9th November. Cllr C Daubney advised he would contact the vicar. Southam’s had been contacted regarding erecting the new village signs an email with the sign and dimensions had been sent to Southam’s as requested followed by a number of phone calls to chase for a quote for the work which remains outstanding. A proforma invoice for the planters had now been received from Wooven Wood and it was agreed this was to be paid, LCC highways have given permission for the planters.
- Planning: WL/2025/00001020 Blyton Shooting ground after discussion it was agreed there was no objection to the application.
- Correspondence:- None received
- Financial matters:- Resolved to pay clerk £522.62, HMRC £80.00, Glendale £128.77, PKF Littlejohn £252.00, Glasdon £3912.19, Wooven Wood £307.96.
- Precept Estimate 25/6:The estimate for next years precept was discussed and it was agreed to request £7,500.00 this will be forwarded to WLDC by 21.11.25 as requested.
- To discuss and resolve any increase to the price of allotment rental: It was agreed to increase the price from £15.00 to £20.00 and £20 to £25.00 for 2025/6 it as also agreed to ask tenants to keep their allotments in a tidy condition as written in the guide/rules for allotment users.
- Report from WLDC: Scampton site is still an ongoing issue, LGR nothing is being divulged by the DC , WLDC comms hoping to engage residents with their fb page. Lots of events on their website and also surveys. 14.11.25 Gainsborough lights festival 13.12.25 Christmas Farmers market. RAF Blyton Aviation & Heritage Group have requested a grant from the PC.
- To discuss & resolve Proposed Neighbourhood Plan for Blyton (any update): Cllr J Daubney met with Nev Brown and there is a meeting on 10.11.25 2pm in the Parish Room where the next steps will be discussed. Agenda
- To discuss and resolve cemetery request for a new memorial: This was agreed and the clerk will inform Clifford Bradley Memorials.
- To discuss and resolve Adult Keep Fit Equipment: A general discussion took place with various views and comments, Cllr C Daubney has agreed to visit a local play park to photograph the equipment they have which will be shown at the next meeting for Cllr’s to choose suitable equipment for the play park. - To discuss and resolve cabinet defib prices: A general discussion took place and it was decided to price up for x2 new defibs and cabinets. Cllr C Daubney will discuss a possible location with the Village Teapot. Agenda
- To discuss and resolve wording for sign for the playing field: Cllr C Daubney brought a proposed wording document which was agreed Cllr C Daubney will contact Elite signs to get the sign made. Clerk to contact Strawson’s to ask if the PC can close gaps to access the playing field to prevent certain activities from taking place.
- To discuss and resolve Assertion 10 mandatory IT policy and email address: Dr Khan kindly agreed to look at the proposed policy and deal with the email address. Clerk to forward proposed policy Agenda
- To discuss & resolve on this month's Facebook posts: It was agreed the Remembrance Day Service info should go on fb, also allotment price increase and advise villagers phase 2 of the play park is commencing.
- Items of information to be noted and if necessary to be dealt with at the next meeting: The Remembrance Day order of Service was discussed Cllr C Daubney to contact vicar as the clerk had no response (see above), a Christmas tree for the village and it’s location was discussed Cllr J Daubney will organise this, a tree design was agreed at the meeting.
