Minutes of the Meeting of Blyton Parish Council held on 

Monday 31st March 2025  at 7.30pm

Present:           

Councillor C. Daubney, Councillor  J  Daubney, Councillor  R Turnbull, Councillor  L Godson, Councillor A Codd, Councillor   S Steers

                                                          

Also present: Councillor K Carless WLDC, Sheila Bibb, Ken Wooley, Anna McArthur (clerk) 2 members of the Public.

                                                                                                                                                         

1.  Apologies and reasons given:  C Quirke I Wilcock

 

2. Co-option of Councillor: No interest.

 

3.   To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting:None.

 

4. To approve minutes of the last meeting held 24th February 2025:  The minutes were signed as a true record. 

 

5. Clerk's report on matters outstanding: Playground inspection now booked, still awaiting village sign picture and measurements to obtain a quote for the new village sign.

 

6. Planning: None

 

7. Correspondence:M Wood

 

8. Financial Matters:

Resolved to pay: A. McArthur £441.48, HMRC £77.00, K Watson £7.50 allotment refund.

 

9.  Report from WLDC: RWE Project paused, elections 1st May 

 

10. To discuss and resolve 80th Anniversary of ending of WW2: Village Hall booked there will be a quiz and food and hopefully music budget for food agreed at £300-£350. Cllr J Daubney will order 10 VE day celebration signs for the village.

 

11. To discuss & resolve a set of rules for allotment users: Updated document to be uploaded to website.

 

12. To discuss and resolve purchase of benches and new village sign: Agreed to move to next meeting to next meeting(Agenda)

 

13. To discuss and resolve relocation of old defib: Agreed to move to next meeting Clerk to again chase order of new defib(Agenda)

 

14. To discuss and resolve purchase of high value items for the PC: Cllr Quirk not present agree to move to next meeting (Agenda)

 

15. To discuss and resolve footpath reinstatement Blyton Gate Bridge: Currently blocked Two members of the public spoke footpath currently blocked by a fallen tree and usage being discouraged by land owner/tenant farmer WLDC state this is not a PROW however it is marked on two maps as a PROW Parish Council will pursue reinstatement.

 

16. To discuss and resolve resident Emily Stubbins problems with children using playground: It was agreed the nature of the problem was a police matter resident to be given a contact and email to report problem to by the clerk, clerk to contact Jess to see if fencing can be erected in the playground so children cannot access the residents fence signage to be attached to the fence.

17. To discuss and resolve request for two further bus shelters and refurbishment of existing one: Clerk to investigate land ownership opposite the Victoria Club and cost of refurbishing existing bus shelter.

 

18. To discuss and resolve Local Village Plan: Ken Wooley and Sheila Bibb spoke of benefits of having a plan consists of looking at What have we got, What we need in future, areas of land suitable for building on, A green Wheel and Aspirations for the future. Clerk to contact Ned Brown WLDC to ask if he is available to come to a meeting talk about this.
