Minutes of the meeting of Blyton Parish Council held on Monday November 24th 2025 at 7.30pm

Public Forum: Brandon Stevenson raised concerns about the firework display, he then stated the rabbit holes on the playing field were becoming a major problem, also dogs digging up the field, he has been filling in the holes but stated something needed to be done to stop the field being dug up. 

Mr Jennings then raised major concerns regarding the parking problems and grid locking of the village  encountered on the evening of the firework display, Cllr Godson explained that the Parish Councillor’s and Councillor Reeves had met with the owner of the Ice cream parlour and the owner was very apologetic.

Blyton ice cream showed the Parish Council extensive event plans, which were approved by both WLDC, an outside health & safety company & the relevant emergency services. They have met with WLDC already to debrief on the failings of the event that evening and have set the wheels in motion on securing their own parking premises for future events to prevent any future problems.

3.  To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting

4.  To approve the Minutes of the last meeting held on 27/10/2025: The minutes were approved as a true record.

5.  Clerk’s Report on matters outstanding: Southam Services stated new village signs should be erected Thursday/Friday this week. Cllr C Daubney had taken photos of the playpark surface holes and provided the dimensions which were requested by Wicksteed in order to quote for the work, these have been emailed to Wicksteed and a quote is awaited. Strawsons were contacted and have given permission for the sign in the playing field, in principal they have no objection to gaps being blocked off but require pictures of gaps and how the parish council will close the gaps. Agenda There is one vacant allotment plot. The tree report on the cemetery was postponed due to the wet weather.

8.  Financial matters:- Resolved to pay clerk £455.74, HMRC £80.00 Glendale £71.54 Axholme £265.50 Jess Troop £1865.00 David Beer £100.00 The Spotted Dog Flower Co. £50.00 Cllr C Daubney £24.00 Cllr J Daubney £68.50, a cheque for £307.96 was signed for Woven Wood as the bank will not let us pay this by BACS.

9.  Precept Final claim 26/7: The final claim was signed and will be scanned and emailed to WLDC in order to meet the deadline date in January.

10.Report from WLDC Cllr Carless thanked Cllr J Daubney for the meeting in the village hall regarding Winter Warmth, Blyton Air Field going well nearly 600 followers on fb and they will be joining the church for a carol service on 21st December. 

11. To discuss and resolve Neighbourhood plan: Cllr J Daubney gave an update Nev Brown WLDC and about 9 or 10 people attended the meeting on the 10th November, sadly there was no internet connection so the presentation could not take place, a steering group will be set up with posts for people within the group, once this has been formed Nev Brown will return, Cllr Daubney and Sheila Bibb will meet next week to move the plan forward.

12. To discuss and resolve Adult Keep fit equipment: The Cllr’s will arrange to meet in the play park to discuss the best place for the equipment this will be arranged on the What’s App group. Cllr J Daubney circulated a brochure with reasonably priced equipment. Agenda

13. To discuss and resolve additional defibs: Cllr C Daubney was not present to give an update on whether he had spoke to the Village Teapot. Agenda

14. To discuss and resolve Assertion 10 needs to be adopted AGAR 25/6 agree IT policy and email.  Dr Khan was not present to give an update, clerk to contact Dr Khan for any update.

15. To discuss and resolve employing a cleaner for the parish room:  Cllr J Daubney stated she looked through the old minutes and the cleaner had not been paid since April 2024, clerk to find out if a Cllr can be paid by the parish council to clean the parish room.

16. Update from meeting that took place on 17th November with organiser of the fire work display: This is covered in notes in the public forum.

17. To discuss and resolve grant applications: Grant for 1K for Blyton Memorial Hall approved proposed Cllr Godson seconded Cllr Wilcock, Grant for 1K for Blyton RAF Heritage group approved proposed Cllr Godson seconded Cllr Clixby, The clerk to contact Blyton Evergreen Club for more information as they had requested over 1K.

18. To discuss and resolve on this months facebook posts: Avian flu alert to be posted, Cllr vacancy to be posted.

19. Items of information to be noted and if necessary dealt with at the next meeting: There will be no meeting in December.
