Minutes of the Annual General Meeting of Blyton Parish Council held on
Monday 9th June at 7.30pm

1. Election of Chairperson for 2025/6

The minutes of the last meeting were approved as a true record

Cllr J Daubney kindly chaired the meeting as Steven Steers had resigned as chairman in May
Chairpersons Report Parish Meeting 9th June 2025
Welcome to everyone attending this evening’s meeting. As you are aware our Chairperson is unable to attend tonight so this will be a brief report on their behalf.
Firstly I would like to welcome Anna McArthur who has taken on the role of Clerk due to Helen Pitman’s retirement last September. We wish Helen well and hope she is enjoying travelling the world.
Unfortunately because of the changeover of Clerk one or two things were missed or delayed one being the play park inspection and the other being the purchase of the new defibrillator but now we have both of these back on track and we can get these dealt with asap.
Also the refurbishment/replacement of the benches around the village that was agreed on last year will now take place shortly as will the replacement of the village sign on Gainsborough Road.
The Remembrance service was well attended and thanks go to Steven Steers for leading this event and also to Councillor C. Daubney for putting up the lamppost poppies and the Tommy soldiers at the war memorial.
We still have the odd occurrence of antisocial behaviour in the village. If it continues then we need to report it to Lincs Police local crime reduction team.
During the winter months the Parish Council were encouraged to provide a “ warm space” for anyone that might be struggling with high energy costs or just needed some company, with tea, coffee and biscuits. This was provided at The Parish Council Reading Room, we didn’t have many attendees but I would like to thank Ian and his volunteers for their efforts.
Blyton Wanderers football team have been very busy and have improved the pitch condition and the changing room facilities. Well done and good luck for next season.
The Parish Council wished to mark the occasion of the 80th anniversary of V. E day and so commemorative plaques for the lampposts were displayed and an afternoon tea was provided at The Village Teapot, this was enjoyed by all who attended. Our thanks go April Ella and her helpers for making the event so special.
Some of the Parish Councillors are attending a meeting tomorrow to discuss a village plan for Blyton. This has been looked at before on several occasions but has not been successful. This is an important document for the village going forward so we hope this time it can be more productive.

9. Reports from Village Organisations
Evergreen Club a new person was organising speakers, the club had been to Beverly and were visiting Skipton on the 9 July the club now has 42 members.
Memorial Hall The electric system had been inspected and passed, the ladie’s toilets had been refurbished and the grant would be used to refurbish the men’s toilets next. Barriers had been erected to stop children riding bikes for safety reasons. 60 children and their parents attended the Christmas party. The hall continues to be used by many.
Blyton FC Local lads off to university and new people were joining and attending training. Strawsons had approved the upgrade of the changing facilities and now the PC’s approval was needed.

11. Clerk’s Report on matters outstanding.
The defib will now be ordered, further information was needed to obtain a quote for the village signs.

Invoices to the value of £5807.42 were approved Cheques were given for grants to the Evergreen Club and Memorial Hall of 1K each.
15. Report from WLDC.
Cllr Carless welcomed newly elected Lincolnshire Cllr C Reeve who stated there would now be a new way of working at Lincolnshire Country Council , Cllr Carless has been elected chairperson for the armed forces, Baltic Mill Open Space now open, the cinema will be opened asap, Lincolnshire show will be held on 18 and 19 June, a home visit to a resident living next to the cemetery had brought up concerns re trees and dyke.
16. To discuss & resolve 40th Party Request on playing field
It was agreed the playing field could be used and the pitch fenced off, Cllr Daubney read a letter from the ice cream parlour which underlined their responsibilities on monitoring the field, Cody Jay from the football club underlined concerns that the pitch was not to be used for parking as a lot of work had gone into maintaining the pitch, the football club had also offered to act as wardens for parking on the field to ensure vehicles did not park on the pitch.
17. To discuss and resolve purchase of benches and village sign
Further measurements needed to get a quote for a new sign, Cllr J Daubney and Cllr C Daubney had obtained quotes for wood and wood treatment and metal paint to refurbish the benches rather than purchase new benches, they also offered to carry out the work leaving the money that was planned on the new benches to carry out work at the play park.
18. To discuss and resolve relocation of defib
To be discussed at the next meeting as the Cllr involved was not present.
19. To discuss and resolve purchase of high value items for PC
Unable to discuss as the Cllr responsible was not at the meeting
20. To discuss and resolve parking problems blocking access to the cemetery
Notices will be printed and given to the contractor to place on vehicles that block their workers access to cut the grass, concern that access may be blocked when a funeral was planned was mentioned, the PC will look into lockable bollards and keep clear signage as a long term solution.
21. To discuss and resolve report on the village playground inspection report
The report did not identify any major concerns estimates will be obtained for the recommended work.

23. Items of information to be noted and if necessary to be dealt with at the next meeting
At the public forum Mr Wood discussed footpaths and would like the PC to organise a cut for footpath 31 Bobs Hill as he stated this is unwalkable and the council contractors only maintain it once a year. He also mentioned Quick Line would be digging trenches in the village for full fibre broadband the PC had not been notified of this. Cllr Woolley would like planters for the village and also the possibility of a war memorial on the airfield. The broken gate at the churchyard footpath was mentioned.
