Minutes of the Meeting of Blyton Parish Council held on 

Monday 28th June 2021 at 8.06pm

Present: Councillor B. Rollett (Chairman), Councillor A.Codd, Councillor C. Daubney, Councillor J Daubney, Councillor R. Dent, Councillor R. Turnbull

Also Present Helen Pitman (Clerk) and two representatives from Blyton Park. 

                        

1.   Apologies and reasons given: Cllsr L.Clarke & C. Quirke.

2.  To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting:None.

3. Co-option of councillor: No interest shown. To be advertised on Facebook

4. To approve minutes of the last meeting held 24th May 2021:  The minutes were signed as a true record. 

5. Clerk's report on matters outstanding:  The clerk informed council that she has ordered a playground safety report.

Mr Troop has installed the mesh fencing at the play area. Council concerned it is too short. Needs to be 2-3 feet higher.

Playdays has been contacted to replace the broken seat on the zip wire.

Another tin of paint has been purchased for the telephone box but the painter is now unable to do the job.   

Cllr Clark has confirmed she is willing to take over checking the defibrillators. New pads are on order but these are delayed.

Request for new litter bins on Sandbeck Lane and outside the Parish Room is being dealt with by WLDC.

The chairman confirmed the portacabin has been removed at the playing field.

 

6. Planning:

143102 11 High Street: No objections/comments.

143157 2 Orchard Close: No objections/comments

142794 8 Gainsborough Road: No objections/comments

142855 Blyton Park Driving Centre, Kirton Road: Following discussion with the applicants at the start of the meeting council resolved to support the application. 

 

7. Correspondence: None.

 

8.  Financial Matters:

Resolved to pay: H. Pitman (salary/expenses) £505.24; Axholme Pest Control £78; Septic Tanks £2400; Wright Vigar £420; Time Assured Ltd £138; H Pitman re paint £49.98; Blyton Memorial Hall £100; J Troop £1428; Glendale £667.44f. To be paid by internet banking. Proposed, Cllr Dent. Seconded, Cllr J. Daubney.

Grant cheques were paid to Evergreen Club £800 and Village Hall £1000. The clerk confirmed that the first instalment for the loan of £2625.21 will be debited on 7th July.            

9.  Report from Outside Bodies: No district councillors present.

 

10.  Update on play park refurbishment and to further discuss complaint re football goal: Council has been monitoring the usage of the goal via CCTV and has found this is not being used much at all. Also the equipment is fitted with shock absorbers and WLDC has investigated the complaint and there is no case to answer. The chairman will write to the complainant 

                                                                                                                  

11. To discuss responsibility of cutting hedges in the churchyard:  Cllr Daubney confirmed this has always been done by the church. The clerk said that unless it is a closed churchyard council has no powers to cut the hedge. She will look into this and the matter will be discussed further at the next meeting.

13. Items of information to be noted and if necessary dealt with at the next meeting: Complaints re overgrown PRoW to be passed on to LCC.

Clerk to write to Thonnock estates about dead tree across the dyke on corner of Station/Kirton Road.

Overgrown allotments: Clerk asked to write warning letters.

Layby outside ACIS properties on High Street: Still a problem. Clerk has contacted LCC and will also speak with ACIS.
