Minutes of the Annual Meeting of Blyton Parish Council held on 

Monday 24th May 2021 at 7.46pm

Present: Councillor B. Rollett (Chairman) Councillor A.Codd Councillor C. Daubney Councillor J Daubney   Councillor R. Dent Councillor R. Turnbull Councillor C. Quirke

                                                     

Also Present Helen Pitman (Clerk). 

                        

1. Election of Chairman: Ben Rollett. Proposed, Cllr C. Daubney. Seconded, Cllr J. Daubney. Declaration of Acceptance of Office signed.

 

2.   Apologies and reasons given: Cllr L.Clarke.

 

3. Election of Vice Chairman: Richard Dent. Proposed, Cllr B. Rollett. Seconded, Cllr A. Codd.

 

4.   To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting:None.

 

5. To approve minutes of the last meeting held 27th April 2021:  The minutes were signed as a true record. Minutes approved during lockdown were also signed.

 

6. Clerk's report on matters outstanding:  The clerk informed council that George Cook has resigned and the vacancy is to be advertised.

Mr Troop has not supplied costing for the mesh fencing at the play area. Clerk to chase.

The clerk has met with Savills, agents of Lincoln Diocesan Trust, to discuss the allotments. They are not responsible for maintenance of the ditch and details of the landowners have been supplied so Savills may contact. There is no objection to council installing land drainage for the bottom allotments. Cllr C. Daubney to investigate cost of pipes, to be paid for by council. Cllr Daubney to install.

Playdays has re-tensioned the zip wire.

Ann Clark has confirmed two tins of paint for the phone box stored in the parish room have gone missing. The Clerk to obtain another tin.  

Blue Barnett has indicated he no longer wishes to be responsible for the defibrillators in the village. Cllr Clark had said a while ago she would be willing to take over but this needs to be confirmed.

Request for information on the cemetery made by the Valuation Office to update and assess the rateable value has been supplied by the clerk. Council was under the impression that the top part of the cemetery beyond the trees was leased by a resident but the clerk said no income was being received. Need to find deeds to see total extent of the land.

 

7. Planning:

142978 land off High Street: No objections/comments.

142855 Blyton Park Driving Centre, Kirton Road: To request a noise impact assessment and invite applicant to the next meeting to discuss changes at the site.

 

8. Correspondence: None.

 

9.  Financial Matters:

Resolved to pay: H. Pitman (salary/expenses) £541.34; Elite Signs £24; J. Troop £669.50; J. Croule £90. To be paid by internet banking. Proposed, Cllr Dent. Seconded, Cllr J. Daubney. 

Grant request from Evergreens Club for £800 was approved. The clerk confirmed the end of year accounts have been produced and are now with Wright Vigar for auditing. 

 

8. Report from Outside Bodies: No district councillors present.

 

9.  Update on play park refurbishment and resolve on any matters that arise pertaining to this: Mr Troop has filled in the holes at the entrance. The zip wire needs tightening and rubber infills need replacing on the ramp. The clerk to contact Playdays. 

 

10. To discuss playing field lease and future use:  The landlord's agent has still not come back with the cost of an annual lease. The water has been disconnected to the portacabins and septic tank emptied and taken away. There have been two quotes for removal of the cabins. Council resolved to go with the higher one of £2K as this would mean it would not need to be stripped out which would incur further cost. However, it was agreed that the chairman and Cllr Dent should look again at the 40foot container which is storing football equipment to see whether it can be secured and retained. 

 

11. To discuss whether to support the 20s Plenty campaign: Council agreed to support the scheme. However, LCC has indicated it is not able to implement 20mph limits outside its existing parameters without a change in policy which members would need to sanction. 

                                                                                                                    

12. To resolve on this month's Facebook posts:  Cllr Dent to include details of the 20s Plenty scheme and upload photos of the new play equipment.

                                                                                                                        

            

13. Items of information to be noted and if necessary dealt with at the next meeting: The red paint for the phone box stored at the parish room is missing. The clerk to source another tin.

The clerk confirmed that unless legislation changed, the May meeting will be held face to face. It was agreed this should be at the village hall as there is more space to socially distance and will be held on Monday, 24th May. To include the annual parish meeting.
