Minutes of the Meeting of Blyton Parish Council held on Monday 25th November 2019 in the Parish Room at 7.30pm

1. Apologies and reasons given, Councillor C Daubney.

2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation. Members may make any declarations at this point but may also make them at any point during the meeting None.

3. To approve minutes of the last meeting held 30th September 2019 The minutes were signed as a true record. Proposed, Cllr Dent. Seconded, Cllr Barnett.

4. Clerk's report on matters outstanding The clerk informed council that Cllr J. Daubney has met with ACIS and they have agreed to reduce the height of the hedge and coppice the trees to allow the street lights to be seen.

A first aid kit has been ordered for the defibrillator outside the Parish Room and Cllr Barnett has installed it.

Mr Walker has confirmed he will attend the January meeting to discuss moving the Neighbourhood Plan forward.

Mole control has been carried out at the play area.

The clerk confirmed that all allotments are now occupied but two rents are still outstanding. The clerk informed council about the accident that damaged the static SID which is beyond repair. She has liaised with the police, Lincs Road Safety Partnership and the insurers and confirmed a third party claim for reinstatement costs is to be made.

5. Planning:

140205, change of use from shop to beauty salon: no objections/comments.

140239, to erect 3 dwellings, Mill Close: Council objects on grounds of density/overcrowding. Cllr Quirke declared a personal/prejudicial interest.

6. Correspondence:

Memorial Hall committee: re safety of wiring for CCTV. Council agreed to resolve issue due to health & safety at a cost of £65.

A & F Consulting Engineers re flood assistance. To be kept on file.

Council has no objections to a resident bringing a horse to next year's Remembrance Service.

7. Financial Matters:

Resolved to pay:

H. Pitman (salary & expenses) £908.01;

HMRC £3.60;

Axholme Pest Control £279.60;

Derek Hurdwell & Son £231;

Andrew Deptford £24.

Cllr J. Daubney confirmed the half year audit of the accounts is completed.

8. Update on play park refurbishment and resolve on any matters that arise pertaining to this:

The chairman confirmed that the zip wire will be installed on 9th December. To be sited next to the adventure trail.

The clerk confirmed that, in accordance with NALC guidelines, she has placed a Resolution to Borrow announcement on notice boards and the website; a poll is on the website and for those without internet access she has compiled a questionnaire. These will be advertised on the Facebook page.

She also confirmed that £27.73 has been banked from three collection pots and £300 was raised at the Halloween disco. 19/19

9. To resolve on grant applications for 2020:

Victoria Club: £500 approved subject to accounts. To be accrued by council.

Cllrs J. Daubney, A. Codd and R. Turnbull declared a personal interest in the following.

Blyton Memorial Hall: £1000 approved subject to costings.

Blyton Evergreen Club: £500 approved.

10. To resolve on precept for 2020/21: To maintain at £37,500. Proposed, Cllr Barley. Seconded, Cllr Quirke. Resolved.

11. To consider policies adopted by council and resolve on whether they are still fit for purpose: Council resolved that all are in order. Clerk to put on the website.

12. To resolve to enter into a Parish Agreement with LCC for 2020 to cut amenity grass: Resolved.

13. To discuss & resolve on this month's Facebook posts: Play park with link to poll on the website; message from Environment Agency re flooding; information on the village fete to be added in the New Year.

14. Items of information to be noted and if necessary dealt with at the next meeting: Potholes on Church Street: to be reported.

Street lamp in the village hall car park owned by parish council needs replacing.

Blyton Parish Council acknowledges the impact of the recent flooding on residents and raise concerns about future development and state of the drainage.

With all business concluded the meeting closed at 9.05pm.
