Minutes of the Meeting of Blyton Parish Council held on 

Monday 25th November  2024 at 7.30pm

Present:           

Councillor C. Daubney, Councillor  J  Daubney, Councillor  S  Steers, Councillor I.   Wilcock, Councillor C   Quirke

1.   Apologies and reasons given:  Councillor A Codd Councillor L Alex Clark

 

2. Co-option of Councillor: No interest.

 

3.   To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting:None.

 

4. To approve minutes of the last meeting held 28th October 2024:  The minutes were signed as a true record. 

 

5. Clerk's report on matters outstanding:  None

 

6. Planning: No objections to the two planning applications listed on the agenda

 

7. Correspondence: Circulated .

 

8. Financial Matters:

Resolved to pay: A. McArthur £520.05; HMRC £77.00; Glendale £190.78, Helen Pitman £131.04, David Beer £100.00

 

9.  Report from Outside Bodies: Cllr Carless informed the meeting she had attended the Age Friendly Conference which was well attended by approximately 150 people. She also attended the BESS meeting on 14th November as did Cllr C Daubney and Cllr J Daubney they all asked lots of questions She also brought up Neighbourhood Watch scheme which she felt would be positive for Blyton. Cllr Carless also asked for an update on the five benches. Agenda

 

10. To discuss & resolve request for winter warm space expenditure: A kettle and cups are already on site it was agreed an amount of £20 could be spent on refreshments the scheme would start w/c 2nd December on Monday’s and Fridays.

 

11. To discuss & resolve an updated allotment agreement: It was agreed that the Parish Council would have an allotment policy a document used by a Town Council was to be looked at and a policy developed based on this. Agenda 

 

12. To discuss dog fouling on the football pitch and allotments: It was agreed signage would be put up to try and improve the situation, Cllr Quirke to speak to West Lindsey Council regarding signage. CCTV would be erected on the allotments high up on a telegraph pole expenditure of a maximum of £500.00 was agreed for this.

 

13. To discuss and resolve village sign: The Gainsborough Road village sign has gone missing, clerk to speak to West Lindsey Council regarding this. Agenda

14. To discuss and resolve village hedge: A discussion took place regarding fencing the boundary to make secure, boundary needs to be established.

15. To discuss and resolve work needed on play area and agree inspection: Clerk to contact a contractor for an estimate and to speak to clerk at Laughton Parish Council regarding who they use. Agenda

16. To discuss CCTV on the allotments: See 12 above

17. To discuss and resolve on this months facebook posts: None,

18. Items of information to be noted and if necessary to be dealt with at the next meeting:  Clerk to contact previous clerk re benches, Allotment policy and CCTV, play area inspection. Agenda
