Minutes of the meeting of Blyton Parish Council held on Monday 23rd February 2026

  1. Apologies for absence: Cllr L Godson Cllr C Quirke Cllr S Clixby
  2. Co-option of councillor: None the clerk gave a notice to be placed on the notice board of a vacancy.
  3. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting
  4. To approve the Minutes of the last meeting held on 26/01/2026: The minutes were approved as a true record
  5. Clerk’s Report on matters outstanding. Wicksteed have been asked to carry out a playground inspection in early summer, Glendale quote for 26/7 prices agreed a 3% increase, not all the councillor’s had signed into the new email address at .gov.uk date of AGM to be agreed at the next meeting due to not all the councillor’s being present. Agreement to ask Utility Aid to quote on electricity prices clerk to contact them. Clerk had paid for Green Waste collection at the cemetery for 26/7.

  7. Correspondence:- None received
  8. Financial matters:- Resolved to pay clerk £502.74 HMRC £80.00  Local Authority Technology £192.00 Wicksteed £3609.60 Axholme PC £265.00
  9. Report from WLDC/LCC Cllr Reeve stated a council tax raise of 2.9% had been agreed, moving forward Councillor’s raise will be index linked there is no increase this year. Pot holes in Blyton road had been looked at the road is graded 4 in a scale of 1-8 which means work has 28 days to be carried out after a report, he also stated contractors are allowed to repair ‘contractor’ identified defects within 50 metres of where they are already carrying out work on the roads.  Cllr Carless stated food caddies had been delivered to households, there is a LGR full council meeting on Monday 2nd March at 7pm which can be viewed online WLDC Illuminate has taken place and workshops were well attended. Spotlight was on Blyton/Scoton Ward. Cllr Carless is enjoying her armed forces role and had been to Sleaford and is supporting the veterans in the march in March Ironstone walk. She will attend the armed forces breakfast club in June. They had secured £800 funding for children’s activities. Scoton PC had decided not to move forward with their emergency plan at the present time.
  10. To discuss & resolve Proposed Neighbourhood Plan for Blyton (any update): A meeting was held on the 2nd February which was only attended by Cllr J Daubney and Sheila Bibb, a further meeting was held on 23rd February which was well attended at present Sheila is chairing the meetings but Ken Wooley will take over, and Cllr Clixby is the secretary. Terms of reference and a vision statement and evidence tasks have been set, at present the teams evidence tasks have been allocated. The plan is to put items of interest in the Churches festival in May and also in the village hall. The next meeting is on 23.03.26. Cllr Wilcock gave details of suitable printers to purchase for the group and also details of a suitable laptop for the parish council.
  11. To discuss and resolve Adult Keep Fit equipment. No meeting has taken place, the clerk will look into the cut off date for the Co-Op community grant.
  12. To discuss and resolve additional defibs. Cllr Reeve had supplied details of the Bleed kit, after a discussion it was decided that there is no need for any further defibs as the village already has four.
  13. To discuss and resolve the damage caused by rabbits in the playing field. Various options were discussed it was agreed the clerk would contact Axholme PC to discuss.
  14. To discuss and resolve nuisance parking in the village as to whether this should be reported on a complaint form (Cllr Reeves email refers). After a discussion it was decided this would not be officially reported.
  15. To discuss and resolve electricity prices for the parish room. It was agreed the clerk would contact Utility Aid for a second quote, the setting of the heaters was also discussed and it was agreed the clerk would contact Nuttall electrical who installed the heaters.
  16. To discuss and resolve the use of the parish room for the knit and natter group. As there was not a full council it was agreed this will be discussed at the next meeting
  17. To discuss and resolve dog fouling on the allotments. After a lengthy discussion it was agreed there was no way of any enforcement to stop this happening but it could be mentioned on the fb page.   
  18. To discuss and resolve whether the village wishes to take part in the Keep Britain Tidy Spring Clean 13th to 29th March. It was stated the village already has litters pickers so there was no need to participate.
  19. To discuss & resolve on this month's Facebook posts: It was requested a message that people who walk their dogs near the allotments clean up any mess.
  20. Items of information to be noted and if necessary to be dealt with at the next meeting. Cllr C Daubney requested banking be put on the agenda. As there was not full council it was requested the date of the AGM be agreed at the next meeting.

                With all business concluded the meeting closed at 9.15pm.
